The department’s brief at the design table

For a metropolitan fire department’s new training facility, Jovan Blake contributed consultation and subject-matter expertise to programming discussions with the project architects. His involvement helped move the project from conceptual to schematic design, carrying the department’s training needs into that transition.

Early planning material included site and program assessments, feasibility studies and conceptual facility designs. Jovan’s contribution brought a fire-service perspective to the wider project team’s work.

Reading requirements as both standards and operations

California State Fire Training and NFPA requirements informed the work alongside the department’s own operational needs. The consultation considered what the facility needed to accommodate for training, as well as the standards applicable to its design.

Following the program into the documents

Jovan’s contribution continued through periodic design review as the architectural documents developed. The purpose was to check that the final construction documents would meet the department’s needs.

The user-side perspective remained part of the process beyond the initial programming discussions, providing a continuing point of reference as the architecture team developed the design.

The focus of the consultation

  1. Site Site needs, program and feasibility assessments
  2. Use Department training requirements alongside code compliance
  3. Code California State Fire Training and NFPA criteria
  4. Brief Discussions with the architecture team from concept to schematic design
  5. Review Periodic checks of the developing construction documents
  6. Basis Basis of design and bridging documentation

Was Jovan the architect of record?

No. He contributed as a consultant and subject-matter expert alongside the architecture team.

What requirements guided the consultation?

The department's operational needs were considered alongside NFPA and California State Fire Training requirements, rather than treating code compliance as the only test of the design.

Does the $165M figure describe Entero's contract?

It is the planned training center's program value, not a fee or a construction contract awarded to Entero.
